Announcement of the 2023 asbestos-roof replacement support call

At a glance

The second Polish ARiMR call for support to replace asbestos-containing roofs opened on 15 December 2023 and closed on 12 January 2024. It concerned eligible agricultural-production buildings and offered support calculated at PLN 40 per m², up to PLN 20,000 per recipient. This article is an archival explanation of that call, not an invitation to submit a new application. It covers eligibility, the supported work, ranking, electronic submission and contractual obligations. The source’s implementation deadlines were later amended; an existing beneficiary must follow the applicable agreement and official updates. Asbestos removal requires appropriate specialist handling, not ordinary DIY roof stripping.

Who the call was intended for

The scheme targeted eligible farmers meeting the insurance or direct-payment conditions set out in the call, together with ownership or co-ownership and producer-identification requirements. Those conditions must be read together with the full selection rules.

The source referred to farmers’ social insurance, direct payments and the 2023–2027 Common Agricultural Policy framework. These were eligibility routes and legal context, not a promise that any property owner could receive support.

The supported roof had to be on a building used for agricultural production. An identification number alone did not guarantee eligibility or a quick approval.

Supported work and the funding calculation

The call supported replacement of an asbestos-containing roof with a covering free of asbestos, covering the whole building roof and subject to the programme’s eligible-area limit of 500 m².

The unit calculation was 40% of a PLN 100/m² standard cost, giving PLN 40/m² and a maximum of PLN 20,000 per recipient. This was a programme calculation, not a guarantee that it would pay the whole actual roof cost.

An advance of up to 50% of the granted support could be requested in the application. Support depended on an agreement with ARiMR and compliance with the applicable rules.

Timing and continuing obligations

The project could not have started before application. The original article described a maximum twelve-month implementation period and a deadline of 31 December 2025. Those dates must not be treated as the unchanged final rules: the official information later identified 1 June 2026 as the final completion deadline.

The call also required the effects of the project to be maintained for at least three years from the support agreement. Existing beneficiaries should use their agreement and applicable amendments for settlement, rather than this archival summary.

Ranking applications

The described ranking awarded three points for a project in a district with registered unemployment above the national average, using the specified prior-year data.

Five points were available under the young-farmer criterion, stated for that call as a farmer born after 31 December 1982. This fixed historical criterion is not a rolling age rule for a future programme.

Higher points determined priority; the source described submission order as a tie-break. Applicants still had to meet all selection conditions, and funding was limited.

How applications were submitted

Applications were submitted electronically through ARiMR’s PUE system. The producer-identification number and account authentication were part of the process. A person without the required producer number first needed to complete the appropriate registration procedure.

The system recorded submission and handled programme correspondence. An application sent by an unaccepted route was not equivalent to a valid PUE submission.

Where the programme required a promissory note, the paper document had to be delivered to the competent regional branch. Electronic application did not remove every paper-document obligation.

Information for an existing beneficiary

Use ARiMR’s official programme information and the regional investment-support office to clarify an existing agreement. The original article listed the information number 800 38 00 84; confirm the current contact details before relying on an old announcement.

The purpose of the scheme was to remove asbestos-containing roofing from eligible agricultural buildings and replace it appropriately. Funding conditions, safe removal, waste handling and the new roof specification are separate matters that all need to be satisfied.

The 2023 application period is closed. This article does not establish availability of a new grant or eligibility under another programme.
